Is it too much $600 to fix the starter on an ultra groundpounder?

I have a ultra gound pounder hardtail 1999, everytime that I take it to my mechanic it cost me about 600 bucks, this time i need to replace the starter....can anybody tell me please if almost 600 hundred is too much for labor and parts for the STARTER
